淺議如何加強安(an)全(quan)文化建設(she)


今(jin)年以來,中(zhong)山煤業公司積(ji)極推行(xing)(xing)了(le)(le)安(an)全(quan)(quan)(quan)文(wen)化建設,通過抓正確理(li)念的引領,本質安(an)全(quan)(quan)(quan)系(xi)統平臺的應用、“手指口述(shu)”及安(an)全(quan)(quan)(quan)傳呼制、安(an)全(quan)(quan)(quan)行(xing)(xing)為養(yang)成習(xi)慣、安(an)全(quan)(quan)(quan)宣(xuan)傳教(jiao)育、安(an)全(quan)(quan)(quan)培訓、安(an)全(quan)(quan)(quan)案例編輯學習(xi)、安(an)全(quan)(quan)(quan)文(wen)化建設考核工(gong)作,有力地推進了(le)(le)安(an)全(quan)(quan)(quan)文(wen)化建設工(gong)作的順利進行(xing)(xing),提升(sheng)了(le)(le)安(an)全(quan)(quan)(quan)管理(li)層次,夯實了(le)(le)安(an)全(quan)(quan)(quan)基礎。


一、基(ji)本情(qing)況


1.確立標準,整章建(jian)制(zhi)。中山煤業公司成立了安(an)全(quan)文化建(jian)設課題(ti)領導小組(zu),出臺(tai)了《安(an)全(quan)文化建(jian)設安(an)排意見》、《關于(yu)(yu)進一(yi)步加強安(an)全(quan)文化建(jian)設考核的通知》等規章制(zhi)度,確立了“事(shi)故可(ke)防可(ke)控、必防必控”、“平安(an)健(jian)康零傷亡”、“瓦斯超限就(jiu)是事(shi)故”、“安(an)全(quan)第一(yi)、生(sheng)產第二”、“安(an)全(quan)重于(yu)(yu)一(yi)切、先于(yu)(yu)一(yi)切、高于(yu)(yu)一(yi)切”的安(an)全(quan)文化理念。


2.宣傳引導,營造氛圍(wei)。中(zhong)(zhong)山煤業(ye)公司利用黨委中(zhong)(zhong)心(xin)組(zu)學(xue)(xue)習(xi)會、職工學(xue)(xue)習(xi)會、班前會及標語、櫥窗(chuang)、辦(ban)公平臺、本質安(an)(an)全系統平臺大力宣傳先進的(de)安(an)(an)全文化(hua)理(li)念(nian)及各項(xiang)規章制度,在職工中(zhong)(zhong)開展了企業(ye)、區隊班組(zu)自己(ji)的(de)安(an)(an)全文化(hua)理(li)念(nian),共征(zheng)集安(an)(an)全文化(hua)理(li)念(nian)45條,讓安(an)(an)全文化(hua)理(li)念(nian)深入人心(xin)。


3.重點(dian)(dian)突破,強(qiang)力推進(jin)(jin)。一是(shi)加強(qiang)職(zhi)工(gong)(gong)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)學(xue)(xue)習(xi)(xi)。中山煤(mei)業(ye)公(gong)司(si)(si)今年加強(qiang)了(le)(le)職(zhi)工(gong)(gong)政治安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)學(xue)(xue)習(xi)(xi),重點(dian)(dian)組(zu)織(zhi)學(xue)(xue)習(xi)(xi)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)文化手冊、兄(xiong)弟單位及身(shen)邊的(de)(de)(de)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)事故(gu)案例、特別嚴(yan)重違章行(xing)(xing)(xing)(xing)為(wei)及公(gong)司(si)(si)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)規(gui)章制(zhi)(zhi)度等(deng)。公(gong)司(si)(si)領(ling)導(dao)及相(xiang)(xiang)關部(bu)(bu)門(men)人(ren)(ren)員(yuan)(yuan)到各(ge)區隊(dui)(dui)進(jin)(jin)行(xing)(xing)(xing)(xing)宣講(jiang)。為(wei)強(qiang)化職(zhi)工(gong)(gong)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)效果,安(an)(an)(an)(an)監處每(mei)天(tian)派專人(ren)(ren)到培(pei)訓室對(dui)各(ge)區隊(dui)(dui)的(de)(de)(de)職(zhi)工(gong)(gong)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)學(xue)(xue)習(xi)(xi)進(jin)(jin)行(xing)(xing)(xing)(xing)檢(jian)(jian)查考(kao)(kao)(kao)核,每(mei)周一調度會上(shang),對(dui)上(shang)周職(zhi)工(gong)(gong)學(xue)(xue)習(xi)(xi)檢(jian)(jian)查考(kao)(kao)(kao)核情(qing)(qing)況(kuang)進(jin)(jin)行(xing)(xing)(xing)(xing)通(tong)報,對(dui)學(xue)(xue)習(xi)(xi)未達規(gui)定(ding)的(de)(de)(de)給予隊(dui)(dui)長、黨支部(bu)(bu)書記(ji)相(xiang)(xiang)應(ying)處罰;二是(shi)推行(xing)(xing)(xing)(xing)準軍事化班前會,按(an)照“點(dian)(dian)名、傳達規(gui)章、安(an)(an)(an)(an)排工(gong)(gong)作(zuo)(zuo)(zuo)、講(jiang)述案例、演練手指(zhi)口述、考(kao)(kao)(kao)核上(shang)班工(gong)(gong)作(zuo)(zuo)(zuo)、具體(ti)分工(gong)(gong)、重點(dian)(dian)提醒、安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)宣誓(shi)、入井檢(jian)(jian)查”十個標準程序(xu)和內(nei)容進(jin)(jin)行(xing)(xing)(xing)(xing),隨后,其他隊(dui)(dui)也(ye)先后推行(xing)(xing)(xing)(xing)了(le)(le)準軍事化班前會,提高(gao)了(le)(le)班前會質量;三(san)是(shi)嚴(yan)格管(guan)(guan)(guan)理(li)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理(li)作(zuo)(zuo)(zuo)風。中山煤(mei)業(ye)公(gong)司(si)(si)深(shen)入開展了(le)(le)管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan)作(zuo)(zuo)(zuo)風整頓,實行(xing)(xing)(xing)(xing)了(le)(le)管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan)分上(shang)班簽到、入井簽到、出井銷(xiao)勤(qin)、人(ren)(ren)員(yuan)(yuan)軌(gui)跡跟蹤(zong)、現場安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)履職(zhi)制(zhi)(zhi)度,公(gong)司(si)(si)紀檢(jian)(jian)監察、調度室每(mei)天(tian)派人(ren)(ren)對(dui)各(ge)級管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan)的(de)(de)(de)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)作(zuo)(zuo)(zuo)風進(jin)(jin)行(xing)(xing)(xing)(xing)督(du)查,對(dui)違反(fan)規(gui)定(ding)的(de)(de)(de)管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan)進(jin)(jin)行(xing)(xing)(xing)(xing)處罰;四是(shi)嚴(yan)抓安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)責(ze)(ze)任(ren)制(zhi)(zhi)考(kao)(kao)(kao)核工(gong)(gong)作(zuo)(zuo)(zuo)。每(mei)月初(chu)對(dui)上(shang)月的(de)(de)(de)管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)責(ze)(ze)任(ren)制(zhi)(zhi)履行(xing)(xing)(xing)(xing)情(qing)(qing)況(kuang)進(jin)(jin)行(xing)(xing)(xing)(xing)考(kao)(kao)(kao)核,由主要領(ling)導(dao)考(kao)(kao)(kao)核分管(guan)(guan)(guan)領(ling)導(dao)、分管(guan)(guan)(guan)領(ling)導(dao)考(kao)(kao)(kao)核各(ge)部(bu)(bu)門(men)負責(ze)(ze)人(ren)(ren)、部(bu)(bu)門(men)負責(ze)(ze)人(ren)(ren)考(kao)(kao)(kao)核管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan),通(tong)過層層考(kao)(kao)(kao)核,落實每(mei)一位管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan)的(de)(de)(de)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)責(ze)(ze)任(ren),考(kao)(kao)(kao)核結果通(tong)過安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理(li)信息化系統(tong)進(jin)(jin)行(xing)(xing)(xing)(xing)公(gong)示(shi),并(bing)與(yu)全(quan)(quan)(quan)(quan)體(ti)員(yuan)(yuan)工(gong)(gong)的(de)(de)(de)工(gong)(gong)資收入掛鉤,以提高(gao)廣大(da)管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan)的(de)(de)(de)安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)責(ze)(ze)任(ren)意(yi)識;五是(shi)抓好安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理(li)信息化系統(tong)的(de)(de)(de)運行(xing)(xing)(xing)(xing)工(gong)(gong)作(zuo)(zuo)(zuo)。中山煤(mei)業(ye)公(gong)司(si)(si)通(tong)過召開領(ling)導(dao)班子會、管(guan)(guan)(guan)理(li)人(ren)(ren)員(yuan)(yuan)學(xue)(xue)習(xi)(xi)會、職(zhi)工(gong)(gong)學(xue)(xue)習(xi)(xi)會等(deng),向職(zhi)工(gong)(gong)宣傳安(an)(an)(an)(an)全(quan)(quan)(quan)(quan)管(guan)(guan)(guan)理(li)信息化系統(tong)運行(xing)(xing)(xing)(xing)的(de)(de)(de)目的(de)(de)(de)和意(yi)義,多次組(zu)織(zhi)相(xiang)(xiang)關人(ren)(ren)員(yuan)(yuan)到兄(xiong)弟礦學(xue)(xue)習(xi)(xi)其運行(xing)(xing)(xing)(xing)方式,邀請達竹公(gong)司(si)(si)相(xiang)(xiang)關部(bu)(bu)門(men)人(ren)(ren)員(yuan)(yuan)到礦進(jin)(jin)行(xing)(xing)(xing)(xing)指(zhi)導(dao)、幫助和培(pei)訓,并(bing)扎實開展工(gong)(gong)作(zuo)(zuo)(zuo),有力地推動了(le)(le)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)順利(li)。


二(er)、主要問題


1.個別管(guan)(guan)理(li)(li)人員(yuan)思想上有(you)片(pian)面認(ren)識。個別管(guan)(guan)理(li)(li)人員(yuan)認(ren)為(wei)過(guo)去安(an)(an)全管(guan)(guan)理(li)(li)辦(ban)法(fa)就(jiu)挺(ting)好(hao)(hao),搞(gao)安(an)(an)全文化建(jian)設(she)沒有(you)太大的(de)必要,把安(an)(an)全文化建(jian)設(she)與加強安(an)(an)全管(guan)(guan)理(li)(li)脫離(li)開(kai)來。有(you)的(de)感到搞(gao)安(an)(an)全文化建(jian)設(she)太抽象,不好(hao)(hao)開(kai)展。極個別管(guan)(guan)理(li)(li)人員(yuan)認(ren)為(wei)現(xian)在生產任(ren)務重、安(an)(an)全壓(ya)力(li)大,搞(gao)安(an)(an)全文化建(jian)設(she)顧(gu)不過(guo)來,容易(yi)出現(xian)走(zou)過(guo)場(chang)現(xian)象。


2.各(ge)(ge)區隊、班(ban)組發展(zhan)不(bu)(bu)平(ping)衡。由(you)于(yu)各(ge)(ge)區隊、班(ban)組部門工(gong)作(zuo)性質、環(huan)境不(bu)(bu)盡相(xiang)(xiang)同,人(ren)員(yuan)素(su)質參差不(bu)(bu)齊(qi),存在發展(zhan)不(bu)(bu)平(ping)衡現象。機運(yun)隊、通風隊職工(gong)文化(hua)素(su)質相(xiang)(xiang)對較(jiao)(jiao)高(gao),安全文化(hua)建設(she)(she)比(bi)較(jiao)(jiao)好搞;采掘隊人(ren)員(yuan)比(bi)較(jiao)(jiao)集中,行為文化(hua)相(xiang)(xiang)對好抓,但工(gong)種繁多,安全文化(hua)建設(she)(she)文化(hua)抓起來相(xiang)(xiang)對較(jiao)(jiao)難。


3.職(zhi)工(gong)對安(an)全文化(hua)建設(she)(she)考(kao)核不理解,總認為是(shi)在增強麻煩。由于安(an)全文化(hua)建設(she)(she)要落實到班(ban)組(zu)和個人,特別(bie)是(shi)要抽(chou)查職(zhi)工(gong)講述事(shi)故案(an)例、記憶特別(bie)嚴重(zhong)違(wei)章(zhang)行為、A級(ji)隱患及應知應會知識(shi)等(deng),許多(duo)職(zhi)工(gong)都不能正(zheng)常過關(guan),因此,必(bi)須實行隊干、班(ban)組(zu)長一(yi)帶(dai)一(yi)、一(yi)帶(dai)多(duo)等(deng)方式(shi),加強少部(bu)分(fen)職(zhi)工(gong)的教育培訓,逐步(bu)規(gui)范職(zhi)工(gong)安(an)全行為。


三、對策(ce)措施(shi)


1.加強對干部(bu)的(de)教育(yu)(yu)引導(dao)。要(yao)加強對各級(ji)干部(bu)的(de)思想教育(yu)(yu),提高他們對開展安(an)全(quan)文(wen)化建設的(de)重(zhong)要(yao)意(yi)義的(de)認識。同時(shi)要(yao)把(ba)安(an)全(quan)文(wen)化建設的(de)有關內容納(na)入到企業管(guan)理和(he)干部(bu)考核之中,推進安(an)全(quan)文(wen)化建設。要(yao)廣泛開展形式多樣、豐富多彩的(de)群眾性安(an)全(quan)文(wen)化主題活動,激發(fa)廣大(da)職工的(de)參與(yu)意(yi)識,形成濃厚的(de)安(an)全(quan)文(wen)化建設氛圍(wei)。


2.加強制(zhi)度建(jian)(jian)設。要建(jian)(jian)立健(jian)全(quan)(quan)安(an)全(quan)(quan)文(wen)化(hua)建(jian)(jian)設的各項制(zhi)度,形成(cheng)安(an)全(quan)(quan)文(wen)化(hua)建(jian)(jian)設的長效機制(zhi)。要注重機制(zhi)的科學性、合理性,通過(guo)建(jian)(jian)立完善(shan)的制(zhi)度,確保安(an)全(quan)(quan)文(wen)化(hua)建(jian)(jian)設的持(chi)續健(jian)康發展。


3.加(jia)強檢查考核(he)(he)與獎懲(cheng)。每個月要(yao)扎實開展安全文化(hua)(hua)建設檢查與考核(he)(he),并將(jiang)考核(he)(he)結果(guo)與隊(dui)長、書記及職(zhi)工本(ben)人工資收(shou)入掛鉤,形成(cheng)安全文化(hua)(hua)建設人人抓(zhua)地良好局(ju)面。


總之,要(yao)(yao)(yao)讓所有職(zhi)工認識(shi)到安(an)(an)全(quan)(quan)文(wen)化(hua)建(jian)設是預(yu)防(fang)事故(gu)最為(wei)有效的對(dui)(dui)策,對(dui)(dui)預(yu)防(fang)事故(gu)具有長(chang)遠意義,需從長(chang)計議,持之以恒,不(bu)能(neng)急功近(jin)利,要(yao)(yao)(yao)長(chang)期不(bu)懈(xie)地進行(xing),與時俱(ju)進地不(bu)斷(duan)創(chuang)新(xin)和發展。安(an)(an)全(quan)(quan)文(wen)化(hua)建(jian)設的經驗驗證了這(zhe)樣(yang)的一個道理:文(wen)化(hua)凝聚動力,安(an)(an)全(quan)(quan)促進發展。安(an)(an)全(quan)(quan)文(wen)化(hua)建(jian)設要(yao)(yao)(yao)“內化(hua)于心(xin)”,安(an)(an)全(quan)(quan)文(wen)化(hua)建(jian)設要(yao)(yao)(yao)“固化(hua)于制”,安(an)(an)全(quan)(quan)文(wen)化(hua)建(jian)設要(yao)(yao)(yao)“外化(hua)于行(xing)”,用職(zhi)工的行(xing)為(wei)來體現文(wen)化(hua),并(bing)最終變為(wei)職(zhi)工的自覺行(xing)動。
